The Vision
Laws bind everyone and are readable by almost no one. The Plain-Language Twin makes the readable version official: every act published with an authoritative plain-language edition, written by the same drafters, carrying the same legal date. Where the two diverge, the divergence itself is a drafting bug that must be fixed.

The Long Story
Countries already do this for tax guidance and medicine leaflets - documents where being misunderstood is considered dangerous. Somehow the law itself never earned that standard.
The Twin is not a summary and not a courtesy: it is co-drafted, versioned with the statute, and cited in court as evidence of legislative intent. The discipline flows backward - drafters who know they must produce a readable twin write clearer statutes in the first place, because every ambiguity now has to be resolved twice.
