The Compiler is a drafting tool where petitions are written as precise amendments to existing law - section, line, old wording, new wording - so a successful petition arrives as a bill, not a mood.

The Long Story
Ask any legislator what happens to petitions and they'll tell you the honest answer: they get counted, summarized and shelved, because 'do something about housing' is not something a vote can be held on.
The Compiler forces the discipline upstream. Drafting a petition means selecting the actual statute, the actual paragraph, and proposing the actual replacement text - with plain-language annotation generated alongside so signers know what they're signing. Legal review happens before signatures are gathered, not after. When the threshold is met, what lands on the clerk's desk is a document in the only format power is obliged to process.
